Please, oh please don’t.
It’s platform specific to IE on windows. Why would you want to develop a site that doesn’t work for people using Linux?

I’m not really sure myself, but I think that by SilverLight enabled it means that the server is configured to host silverlight files (Kind of like Flash).
First I would look for a tutorial on how to configure your http server (Like Apache or IIS) to support such files, much in the same way that you would do for flash files.
Then I would Google something along the lines of "Silverlight beginner tutorial". That’s about as much as I can help you.
