it downloads to 99% then stops, any ideas?
Do the following:
1. Go to Windows Update. Download and install all Windows fixes available to you.

2. Reboot your computer.
3. Install CCleaner.
http://www.ccleaner.com/
Options –> Advanced –> Untick ‘Only delete files in Windows Termp folders older than 48 hours’
Cleaner –> Run Cleaner –>Yes/OK
Registry –> Scan for issues –> Fix selected issues… –> Yes –> Save (to My Documents)
4. Try downloading silverlight again with Internet Explorer.
5. If the file hangs at 99% again, use Firefox instead. If it hangs at 99% with firefox too, remove your current antivirus program (sometimes Norton/McAffee are the culprit for these sort of problems) and install Avira AntiVir Personal, which is an excellent antivirus program and it’s free too.
